Letter of Map Amendment (LOMA)
A letter from DHS-FEMA stating that an existing structure or parcel of land that has not been
elevated by fill (natural ground) would not be inundated by the base flood.
Letter of Map Amendment (eLOMA)
Same as above, but done electronically and processed faster.
Letter of Map Revision (LOMR)
A letter from DHS-FEMA officially revising the current NFI P map to show changes to
floodplains, floodways, or flood elevations.
Letter of Map Revision Based on Fill (LOMR-F):
A letter from DHS-FEMA stating that an existing structure based on Fill (LOMR-F) or parcel of
land that has been elevated by fill would not be inundated by the base flood.
Conditional Letter of Map Amendment (CLOMA)
A letter from DHS-FEMA stating that a proposed structure that is not to be elevated by fill
(natural ground) would not be inundated by the base flood if built as proposed.
Conditional Letter of Map Revision (CLOMR)
A letter from DHS-FEMA commenting on whether a proposed Revision (CLOMR) project, if
built as proposed, would meet minimum NFIP standards or proposed hydrology changes.
Conditional Letter of Map Revision Based on Fill (CLOMR-F)
A letter from DHS-FEMA stating that a parcel of land or proposed structure that will be
elevated by fill would not be (CLOMR-F) inundated by the base flood if fill is placed on the
parcel as proposed or the structure is built as proposed.

PROJECTS
HIGHLIGHTS - Hydraulic Modeling
Single source HEC-RAS model to allow for the
development on three separate properties.  Dramatic increased
value on all three properties.  FEMA Approved.  New
floodplains and floodways developed in Ojai, CA
Developed hydraulic model for new bridge in Ojai, CA. 
LOMR approved by FEMA.
Two source HEC-RAS analysis using GeoHEC-RAS for
LOMR application in Ojai, CA.  Use of lateral structures,
obstructions, multiple bridges.  LOMR approved by FEMA.
Two source model developed for 350 acre development
(Santa Paula, CA).  Model was over 2 miles long and included
eight different scenarios simulating multiple levee failures. 
Submitted to client for FEMA submittal.
Two source hydraulic model for property development in
Ventura, CA.  Use of lateral structures, levees, obstructions,
culverts, bridges and lids.  Submitted to client for FEMA
submittal.

HIGHLIGHTS - Stream Gauging & Water Quality
Stormwater inspector for City of Ojai.  Established forms
and guidelines for inspecting restaurants for county stormwater
compliance.  Created and managed associated databases.
Water quality sampling for National Pollutant Discharge
Elimination System (NPDES) permit, Ventura, CA.  Water samples
acquired at urban runoff sites during rain storms throughout
Ventura County at various times per year.
Installation of several pressure transducers and other
equipment at various stream locations.  Data acquisition,
merging and analysis of data for project requirements.  Ojai &
Ventura, CA.
